    It's going to do just the opposite of XP mode and stop you from running programs you can normally run in Windows 10. XP Mode adds functionality, S mode strips a lot of it away.

    There is a mode "Manufacturing Mode" that will let you do things normally blocked.

    I don't know if you can easily toggle back into it though, once you turn it off. It's more meant for initial setup.
