Windows 10: windows 10 search bar and other default apps wont open when clicked, searchui.exe missing...

2 days ago, I used a tool called old timer's clean-it that required a restart. after restarting I clicked on my search bar to find something and it wouldn't open along with other windows default apps. I found a guide that told me to restart my pc and update so I did and nothing happened, it seems that searchui.exe and cortana are missing from the details and processes list. I have already tried using powershell, restarting windows explorer, restarting my pc and other methods.

Windows 10 Defender - How to make it default to task bar?

Using Windows 10 and currently I am using Defender for anti virus. For whatever reason Windows Defender does not show up in the task bar unless I search for the program or right click and scan a file/folder. Is there a way to force Defender to show up in the task bar at start up?
