Windows 10 - Search Indexing is inconsistently slow when downloading or creating new files

So, I've had t his issue for a while - roughly five months, thought it was just a bad update, hoped it'd be fixed later on but it still persists for me.

See this Gif below with a timer - takes 8-10 seconds for a new empty folder to appear:

    https://i.imgur.com/EKqMQQ2.gif

Anytime I turn my PC on, restart file explorer or use the file explorer after a period of inactivity, any new folder or file created or moved takes anywhere from 10-30 seconds to appear in the folder!

I can create a file, wait twenty seconds for it to appear, then rename it, wait another 20 seconds for it to rename, then I can open it. If I hit the manual refresh on the file explorer, the newly created or moved file appears instantly. So it's something with windows search index perhaps not updating frequently enough.

However, once it appears, any repeat attempts to create a new file work fine, it appears instantly. If I restart file explorers process though, the issue reoccurs again for the first file I create.

It also affects downloading files from Chrome - I can start a download, then my windows aren't accepting focus until the download appears in the download history - I expect as Windows is taking a time to update the index to say the download has started and been allocated disc space.

Does anyone know what is causing this and how I can resolve it? This was tested on two SSD drives, so it seems widespread - unless the SSD my OS is on is failing, but all other applications and programs work fine outside the windows explorer problem.

    System specs below:

Operating System: Windows 10 Home 64-bit (10.0, Build 18363) (18362.19h1_release.190318-1202) Language: English (Regional Setting: English) System Manufacturer: Gigabyte Technology Co., Ltd.
