Windows 10: Windows 10 Selection Loop/Scrolling Issue

I'm not sure how to accurately describe this so forgive me. My issue is that when I play games I'll often alt-tab to interact with stuff on my other screen. and sometimes when I do this it triggers an odd glitch on the system. Do you know when you try to maneuver around via the arrow keys and each individual thing will highlight as you go over it? Well if I click on the start button for example it'll have an endless selection loop, or scroll to the bottom depending on which part of the menu I've clicked as if I'm just holding down on the arrow key. Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Certain window items bounce on Scrolling

Do let us know if your touchpad functionality is fine other than the mentioned issue?

As you are facing issues with scroll options in few of the applications on Windows 10. Try the below and check if it helps.

Method 1: I suggest you to change the mouse & touchpad settings and check if it helps.

• Press Windows key, type mouse
  and select Mouse & touchpad settings.
• Choose appropriately with the following options and check if the issue persists.

• Roll the mouse wheel to scroll
• Choose how many lines to scroll each time
  

Method 2:

Step 1: As you are using touchpad, I suggest you to use different mouse to different ports and check if it helps.

Step 2: I suggest you to boot the computer to Safe mode and check if the issue persists.

No Scroll Printer Selection

Windows 10, Dell desktop PC. Sometimes when I select to print a document, the small, square print window that comes up has a single 'General' tab at the top. The selections are listed 3 per column. Out of that big long list, there are only 2 printers I
have used so far, Microsoft Print to PDF, and our Ricoh printer. As it happens, each is at opposite ends of that long list and it seems as if every time I wish to print, I need the printer that doesn't show. That requires me to scroll to the other printer.
Is it possible to edit/adjust the names of these printers so they appear next to each other and scrolling isn't required? All suggestions, ideas, comments any wish to offer will be greatly appreciated. Thanks, K.
