Windows 10: Windows 10 shutting down/restarting symbol

When a user shuts down/restart the laptop/desktop it shows "Shutting Down/Restarting with a circular on top going on a circular motion. I don't see that anymore after I think when I installed the update from Windows Update on 04/10/2019 (KB4524147). Can someone please verify this? Thanks. Even after installing this update some users are reporting that the start menu also breaks, which I don't have that issue.

Random shut down and restart??

Computer: Intel (R) Pentium (R) Dual cpu
E220@2.406hz
2.42 GHZ, 2.00 GB of RAM
Windows xp

Ever since I replaced the fan (with heat sink) the computer has randomly shut down and then restarted, at first during streaming, and now, will shut down and restart anytime. I tried to replace the graphics card to no avail. *Confused *Mad

One suggestion was to replace the RAM.

Any suggestions on how to repair my computer?

Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Kasperskys shutting itself off

I awoke this morning to a error message saying that kasperskys has encounter a error and shuts off, then I restart and about 10 mins later does it again. any suggestions?
