Windows 10: Windows 10 Speech tab is all greyed out

I am attempting to active speech regognition on Windows 10, but in the Speech settings everything regarding that is greyed out.I have changed my region to United States, and downloaded the EnglishUnited States language pack, but the Get Started button is still grayed out. The drop down bar where you choose your speech language is also grayed out, and I can't find what possibly could be the reason for this.What am I missing?

I would suggest you to follow the steps to see Advance speech options.

• Press Windows+X key on the keyboard
• Click on control panel
• Select speech recognition
• On the left hand pane you will see Advance speech option

How to turn off Speech recognition in Windows 10?

Follow the steps to turn off speech recognition in Windows 10

• Click Start then type: Change text to speech options in search bar.
• Hit enter.
• Select the Speech Recognition tab
• Under 'User Settings' uncheck 'Run speech recognition at startup'
• Click Apply and OK
