Windows 10: Windows 10 Start Menu responds to nothing - tried everything on this community

First, this is a business affecting multiple machine brands, types, all SSD, 16gb ram, 10 Pro with latest updates, on domain.


Click of Start button does absolutely nothing. No blue screens, no errors.

Rebuilding Index

sfc /scannow = no problems

DISM variants

Repairing Cortana with Powershell

Reinitializing all built-in Windows programs with Powershell

Restart Explorer

Re-created user accounts

Checked admin rights

Cleared caches


I see all the responses say when all else fails, reinstall Windows...really? And when your business has 20 machines doing this?


Someone has got to know something else about this.


I appreciate any insight asap.

Ive always had issues with the start menu. Pin to start sometimes doesn't work. Now I cant move the icons. And the right click menu sticks. If I do manage to move one it disappears on to reappear later.
Love 10 other than that. Whats the deal? I would like to organize my icons. Ive tried tablet mode too
