Windows 10: Windows 10 startup froze but my mouse still cursor around.

The problem start a few hours ago when I was booting up my computer and it was stuck in the black loading screen with my cursor moving around then I tried booting it into safe mode but it's not working it's still stuck on the black screen. So I tried to reinstall windows 10 using a bootable USB and it was not working I can't enter the windows setup screen because it was stuck on the windows logo with my cursor moving around. : My hardware components are working fine. Any Help?

Thank you for your follow-up. My question (windows 10 froze my cursor) has NOT been resolved. The question pertains to a Laptop-ACER/1510. The "mouse" is a pad. I have no plug in type of mouse. The cursor is frozen in the middle of the screen. I think you
should resort to the old fashion...and actually TALK to me phone:

No mouse cursor

Hi,

It is possible that the system did not recognize the mouse of your computer after it booted up. This can be the reason why you do not see the mouse cursor. Kindly perform a power cycle to refresh the power of the computer. To do this, follow these steps:

• Shutdown the computer.
• After shutting it down, remove the battery (if you're using a laptop) and disconnect the computer from the charger.
  
• Wait for 1 minute.
• After 1 minute, attach the battery and turn on the computer.
• Check if you will see the mouse cursor.
