Windows 10: Windows 10 stops at 60% during cumulative update 1903, how to fix this?

The error I keep getting even after stopping my Norton antivirus and removing all internet components and extra devices other than mouse and keyboard is: 0x1900101-0x30018 and says "The installation failed in the FIRST_BOOT phase with an error during SYSREP_SPECIALIZE operation." I also am using wifi to do all this and the adapter is accessible to windows during boot.

intel i3-2100@3.10GHz

8GB of RAM

500GB HDD

Nvidia GT 520

Well just noticed a pretty large one pop up coming in at 914MB, seems it makes some pretty serous updates.

Cumulative Update for Windows 10 for x64-based Systems (KB3156387) will not install

Anyone else having problems getting the Cumulative Update for Windows 10 for x64-based Systems (KB3156387) installed? This update has been failing for me & doing a failed to update after downloading & reboot, then rebooting & removing the update.

V 10.0 build 10240
