Windows 10: Windows 10 store is greyed out and missing?

Hello All, I've been trouble shooting my PC/Windows for a long time now, trying to fix why Windows keeps filling my C:/Windows/Temp Folder non stop, it was related to the microsoft Photo app for some reason,

anyways, After reading online about this issue from microsoft,

I have noticed my Windows Store is greyed out and not working, non of the trouble shooting guides have worked restoring it, and I've also noticed the Windows Photo Viewer app is always greyed out and not working, So i don't know what to do now, I've tried some cmd commands like wsreset and /spc scans, Wsreset won't work says open app with windows store which doesn't exist, it also can't be found with programs and features to re-install, seems like it does not exist with the system, same for the windows photo viewer it also does not exist and is greyed out, I also like to mention these 2 programs were the cause the the non stop event logs and reports created non stop filling up my temp folder, now its not filling it up no longer but both those apps have disappeared,

Any ideas what to try at this point?

This was a brand new fresh install of Windows build 1909, no viruses or malware, hard drive working not at fault, currently fully updated windows 10.

Reinstalling windows again is not an option, cause it does the same fucking thing every time.

If it matters as a side note, Windows 10 build 1511 oem that came with my laptop alienware 13r2 had the issue of updating automatically and failing every time, locking me out of my computer for 3-4 hours every time i powered it down, it would install updates, fail, then undoing changes, I Was told on here to upgrade to build 1909 which i did, but now I got this going on. It probably doesn't matter but figured I'd mention it, not sure what on earth is going on, I've must wasted a 100s of hours of trouble shooting, re-installing, and waiting.. I swear if i had a sledge hammer here I would get a lot of joy out of smashing this computer.

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

 

Windows 10 Tweaks

As you may already know, Windows 10 (as well as Windows 8) allow you to log in with a valid Microsoft account, instead of creating a local account that only works on your machine. However, you may prefer to keep a local account for privacy reasons. If you do, though, some Windows 10 features—like Cortana—may not work. Despite the default behavior, the Windows 10 Store is not one of them. You can still log in to your Microsoft account for just the Store without switching to a full Microsoft account. The process, however, is not terribly obvious. To do so, follow these steps:

• Launch the Store from your Start menu.
• Click the user icon next to the search box.
• Click “Sign-in” from the menu that appears.
• Choose “Microsoft account” and log in like normal.
• When the “Make it yours” box appears do not enter your password. Instead, click “Sign in to just this app instead.”
