Windows 10: Windows 10 Strange behaviour of shut down

Hello.

lately, can't tell exactly when that happened because i didnt pay attention but encounter this problem many times, even formatting Windows, that when i shut down the PC either by ALT+F4, or pressing on Windows logo and then shut down that even if it " shut downs " it doesnt really shut down

Yesterday i've been playing some games, and Overclocked the GPU to push these extra frames, and forgot to change settings to stock, and shutdown Windows with Paint and snipping tools turned on, i've disabled nearly every software to boot up when windows starts, + MSI Afterburner is set not to apply the settings when windows boot, BUT IT DOES ANYWAY! and both Paint and Snipping tool were launched... HOW, WHY, AND AGAIN HOW?! they meant to be closed, i shut down the system, doubt i set this up, because all i set on Windows is disabling Game bar, Xbox services and the "aero" thing

can any one help me with fixing this annoying problem?

Cortana strange behaviours

• Did you try to login to a different user account to check if it is the same?

Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Thank you for using Windows 10.

I would suggest you to follow the steps:

• Open the Task manager. Here’s a tip: Press CTRL+Shift+ESC.
• Click File > Run New Task
• Make sure you have a check mark beside “Create this task with administrative privileges”
  
• Type CMD
• Type the following 4 commands at the CMD prompt:
  
  dism /online /cleanup-image /restorehealth
  
  sfc /scannow
  
  powershell
  
  Get-AppXPackage -AllUsers |Where-Object {$_.InstallLocation -like "*SystemApps*"} | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
  
• Close the CMD window

Check to see if the issue is resolved. If not, restart the PC.
