Windows 10: Windows 10 Stuck in your device ran into a problem loop

My Pc has been stuck in Your device ran into a problem. We’ll restart it for you.
stop code: NTFS FILE SYSTEM

I have to try to hard shut down the computer or three times to enter troubleshoot. however my computer doesn’t enter recovery mode/troubleshoot page.


It instead does auto repair and lands me on:

Recovery

your Pc couldnt start properly.

Error code:0xc0000001


The only options I can select is:

Press enter to try again

Press F8 for start-up settings


when I enter start-up settings, all tutorials recommend enable safe mode. however if I click enable safe mode, or any of the other optionsfrom 1 to 9 my PC will show “ your device ran into a problem and need to restart”


when the PC restarted, it automatically lands back on:

Recovery

your Pc couldnt start properly.

it is an endless loop


I would really just like to System restore or reset PC, however it does not take me into troubleshoot page.
