Windows 10: Windows 10 stuttering on opening/closing/minimizing/maximizing/moving to a new screen, for...

When I say stuttering, its pretty much any IO that is stuttering, mouse input, audio, gui... etc. This wouldn't be so bad but the notifications are causing this stutter too. Although I solved that by turning off notifications. This was fine prior to a clean install. This stutter does exist also with entering the start menu.

You are referring to Windows Explorer, not Internet Explorer, right?

Do you mean "normal" (not filling the screen) as opposed to minimized to the Taskbar?

PROBLEM WITH MAXIMIZED/MINIMIZED SCREENS

I understood that when I closed a maximized file on the screen that when I re-opened it, that file would be maximized. My computer had worked this way for several years.



Now, more often than not when I re-open it the file will be minimized.

I do know that you can go to a file's priorities and insert "Maximize" to the left of "Run."
I imagine it will work for that file. How can you do it for
all files? How can I get back to the way it had been?
What might I be doing wrong?
