Windows 10: Windows 10 Stuttering

Seemingly a common problem right now. Windows 10 gives a ~.5 second stutter about every 2 seconds. It stops audio, video and any sort of input during that time. Stuttering begins instantly on start up.

Attempted Fixes:

• Updated BIOS
• Fresh install (still persists instantly)
• Updated all drivers, including motherboard chipset.
• Removed any external software. Currently running a blank Windows 10 install.
• There is no USB connections.

At this point, I might find better results switching back to Windows 10, even if it is against my better judgment. I don't know what to do and Microsoft support pretty much told me I'm out of luck and they didn't even know. I hope Microsoft gets it together and releases a stable OS one day.

Any assistance would be appreciated, even if it's extreme. Thanks all.

Windows 10 Version: 1909 (OS Build 18363.418). Not updated to, but that's the version originally installed.

Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

FPS drops below 10 every couple of minutes

Very interesting. Our default suggestion list for fighting stutter becomes more interesting.
