Windows 10: Windows 10 system language inconsistant

My system language is English and everything seems to be fine until the moment when I want to turn off/restart my computer. When the computer asks me if I really want to turn off as I have some windows left open, the messages are shown in French. I bought this computer in France and initially set it up in French but later changed the system language to American English. I have both US International and French keyboards installed and use both on a daily basis. I tried removing the French keyboard to see if it would show the message in English but alas, it did not work. I used the Powershell met

Language Inconsistencies

As with sanitysucks and FritsJansenZ, the language inconsistencies on Windows 10 persist for me. Cortana now works - I had mistakenly associated Cortana's problem with the language inconsistency. The language inconsistency is more troubling. Calendar, Email,
Store, Pictures, Skype, and other Windows-affiliated apps are all entirely and stubbornly in Hebrew, despite the fact that I've set English to be the default and display language everywhere I can. (I assume that those are the names of the apps in English.
There are other apps whose names and functions I can't guess - some app with a lightbulb as its icon, and another one that seems to pair the computer with a smartphone).

Please, tell us, where have you hidden the language settings for these applications? Why don't they respond to the normal language controls?

• In the right pane, set the region and language and check for status.

I suggest you to follow the below steps to check the language and speech settings in Cortana.

• Press Windows + I keys on the keyboard to open settings menu.
• Click on Time and language and select
  region and language.
• Under Language option, check which language is Set as default.
  
• If you find different language, you can change it by clicking on Add a language option.
  
• Select your preferred language (English UK) and click on
  Set as default under English UK language.
• Now, click on English UK and click on
  Options.
• Download the language, handwriting and speech packs.
• Now, click on Speech from the Time and language settings menu.
• Check if you are able to select the speech settings to English UK.

10. After performing above steps, check if you are able to use Cortana.
