  1. windows 10 takes 4-5 min to sleep or shutdown on a fresh install [SSD]

step 1- A fresh install without internet connection
step 2- shuts down is 10 seconds and sleeps is 3-4 seconds on SSD
step 3- after I connect to internet, OS downloads Intel DPTF and some graphic driver along with some Intel MEI(Management engine interface)
step 4- reboot takes 4-5 minutes, shutdown also and sleep is also slow, I restart again, but same result
    -----------------------------------
    So, far I have tried
    1. multiple fresh install, (I reckon, every time window install some intel driver the problem occurs.)
    2. disable/delete DPTF, MEI
    3. updating/downgrading drivers
    4. deleting driver/old driver via third party DriverStoreExplorer.v0.8.4.2
    Releases . lostindark/DriverStoreExplorer . GitHub
    5. broken few things in frustration *Mad
    please help guys
    EDIT
    tried disabling fastboot @Megahertz
    tried troubleshooting/changing power plan
    tried changing waittokilltimeout service
tried powercfg /h off and on
tried 3rd party driver updater (cant downgrade to MEI version 9 only upgrade it)
trying new legit iso from microsoft website

    :)
