Windows 10: Windows 10 task bar flickers and black strip after update

After the latest updates, my login screen flickers, and a black box flashes, the taskbar flickers and does peculiar things, and the home screen flickers a bit as well. I tried to roll back the display drivers, but the rollback button is grayed out.


I'm running Windows 10 Professional. Here is a screenshot that lists the update.

Thank you for your reply. I tried safe mode, and that stopped the task bar from flickering but nothing else responds other than the control alt delete menu. I can't open anything other than command prompt though, so I can't try most of the other suggestions on that list.

 

Windows 10 Defender - How to make it default to task bar?

Using Windows 10 and currently I am using Defender for anti virus. For whatever reason Windows Defender does not show up in the task bar unless I search for the program or right click and scan a file/folder. Is there a way to force Defender to show up in the task bar at start up?

 

Windows 10 Screen area used for task bar constantly flickers

Hi

The screen area used for the task bar at the bottom of the screen on my laptop display flickers constantly.

It does this even if the task bar is moved to the side or top of the screen.

The flickering is there in all screen resolutions, if the full screen 'window' is smaller than the physical screen the flickering continues to be present all across the screen.

The task bar is broken up by various bits of a horizontal strip of the screen, including the background image overlayed with the icons of the, still clickable, task bar.

Moving the task bar to the edge of the screen just removes those icons from the flickering area.

I have updated Windows to the latest available, WinVer shows version 1809 build 17763.253

The laptop is a Toshiba Satellite C855-14U

The display adaptor is an Intel HD Graphics 3000

.

I have tried everything I have found on the web, including;

uninstalling the display drivers and deleting them, then reinstalling them, via windows update.

'downgrading' them to the latest drivers from Toshiba/Intel,

booting into safe mode,

creating a new user etc.

The only thing I have not done so far is a clean install.

Anyone any ideas?
