Windows 10: Windows 10 taskar has blue loading cursor all the time. Nothing else opens

I am able to click on the icons on the desktop but the cursor always goes blue and loading when I scroll it on the taskbar. Nothing opens even if I click any icon. The task manager works. And my password is a numeric pin and when I sign-in to my user on my laptop in the safe mode, the password is always prompted incorrect. I tried many ways that are given up here but nothing worked for me yet.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

I have the blue loading circle next to my cursor.

The blue loading circle is next to the cursor only on screen 1 of my multiple displays. It is not present on Screen 2 or on the laptops display when I open it. I have tried numerous suggested fixes including changing the look of the cursor but nothing
changes it on screen 1.

Wrong mouse configuration settings may be the possible reason why you see a blue flashing cursor. To better assist you, kindly answer the following questions below:

• Have you made any recent changes prior to this issue?
• What troubleshooting steps have you done so far aside from restarting and perform a malware scan?
• Have you tried checking your mouse properties?

In the meantime, we recommend that you follow these steps to modify your Mouse Properties.

• Type Mouse & touchpad settings in the search bar beside Windows Start at the left side corner of your screen.
• Click Additional mouse options.
• Select the Pointers tab.
• Choose Normal Select and Click OK.
