Windows 10: Windows 10 taskbar does not show on primary monitor when a fullscreen app loses focus

The behavior in Windows 7, and the behavior I want, is as follows:Have a borderless-windowed app running fullscreen in the primary monitorGive focus to any app running in the secondary monitorThe taskbar should appear over the fullscreen app in the primary monitorIt seems that in Windows 10, this does not happen. If you alt-tab to a web browser running in the primary monitor, the taskbar appears, but if that app is running in a different monitor, it will not. I have found references to this problem all over the internet but no solutions. In a few places, Microsoft appears to acknowledge the

How do you make the taskbar show on top of a fullscreen program when it loses focus

I have searched for days now on how you are supposed to make the taskbar render on top of a fullscreen application when it loses focus and I have found absolutely nothing.

Example on how i used to do it:

My main monitor would be running a borderless windowed program and if I need to access the taskbar I'd just need to click somewhere on my secondary monitor so that the fullscreen program lose focus and the taskbar shows up.

This is not the case currently on my W10 install as it seems the only way to bring up the taskbar is to press the windows key on my keyboard.....

i have fullscreen movies playing at the same time all the time - but his point was that in order to change the mouse focus, you pretty much have to minimise both, then bring up the app second monitor, do what you wanted to do-then bring up the app on the main monitor.

multi-monitor doesnt play nice, since there is no way to get the focus off the fullscreen app on the primary monitor, WITHOUT minimising it

(media remote works well for the movies, however)

What? I have multi-monitor on and it works like two seperate desktops. I can maximise a window on one, the other, both, neither, anything goes. If your game can run in a full screen window you can run two games. One on each screen. I can control the brightness/contrast/color seperatly for each monitor from within CCC. Am I missing something?
