Windows 10: Windows 10: Taskbar settings DO NOT include "lock/unlock" or "use small icons"

Since these two options are not available, I'm often stuck with either a hidden taskbar OR a half-hidden taskbar. SOMETIMES signing out and back in will fix this but not usually.

I understand the inconvenience that you are unable to change the Taskbar settings, we will help you to resolve this issue.

Please follow the below steps:

• Logon to your computer as administrator, Right click on empty space on the
  Taskbar.
• Select Properties, Taskbar and Start Menu Properties window pops-up.
• Uncheck Use small taskbar buttons to increase the size of icons.
• Check/uncheck the Lock Taskbar option to Lock or unlock respectively.

Small icons setting won't change

I suggest that you change or uncheck Use small taskbar buttons by following the steps below:

• Right-click the Taskbar.
• Select Properties.
• In the Taskbar tab make sure that Use small taskbar is
  uncheck.
  
  
  
  
• Click Apply and OK.

If the issue still persists, you can change the size of desktop icons.

• Right-click an empty space on the desktop.
• Select View and choose either Large, Medium or Small icons.
• Check if you can change the size of the taskbar button.

Suggest you try simply dragging the taskbar with e.g. that command as a first step.
