    You can use diskpart.

    Diskpart is very powerful. Make sure the right disk is selected. It does not issue warnings very fast.

    At command prompt(admin) (Right click start)

    Diskpart
    List disk (shows all storage devices)
    Select disk 2 (storage device we are targeting, in this example disk 2, make sure you target your USB)
    Clean (diskpart will remove everything on Selected disk 2)
    Create partition primary
    Select partition 1
    Format fs=fat32 quick
    Exit
    Exit


    You may wish to google diskpart to see some of its uses. Again you have to select correct disk, no second chances.

    USB 2.0 work on 1709 just fine.
