Windows 10: Windows 10 unable to shut down, restart or open any program

I encountered a problem today on my Surface Pro 5 with Windows 10.After shuting it down completely normal yesterday. Right after starting the computer I was unable to start any program apart from the task manager. No particular unusual activity in the task manager. During the previous day the computer was also really oddly frozen on the "no battery"-screen it shows when it shuts down from insuifficient battery, for a while. But then was working normally in the evening.If I try to shut down or restart the device from the start menu, nothing happens. Force shut down over the power button is not

Random shut down and restart??

Computer: Intel (R) Pentium (R) Dual cpu
E220@2.406hz
2.42 GHZ, 2.00 GB of RAM
Windows xp

Ever since I replaced the fan (with heat sink) the computer has randomly shut down and then restarted, at first during streaming, and now, will shut down and restart anytime. I tried to replace the graphics card to no avail. *Confused *Mad

One suggestion was to replace the RAM.

Any suggestions on how to repair my computer?

Step 2: Perform Clean boot to avoid any third party software conflict.
