Windows 10: Windows 10 undoing update changes

Hi, I have windows 10 1803, I am using Windows 10 update assistant to update to the latest version which is 1903 ..

however when the download is completed and the PC restarts .. it shows me that blue screen that says "Working on updates don't turn off your computer .. etc" ..

When it reaches 30% the computer shuts down immediately and when I open it again it just do a redo of the changes and boot to the old version ....

I tried this many times and it is always the same problem,
