Windows 10: windows 10 update error 0x0070008

I have a computer with windows 10 x86 . Starting around early September, I was not longer to update with the error message 0x0070008. I tried hundreds of solutions that had been posted to address this error with no joy. Finally backed up my installation and did a clean install. Still same error. Thought about why another identical computer (with the exception of a MUCH more powerful video card, RTX2070), using windows 10 x86 also, worked fine. Tried in control panel disabling the video driver and the updates finally worked. Just a note, have two other computers with x64 windows 10 that had no problem updating. Since the error message 0x80070008 also stated I was running out of memory during the attempted upgrades. I have 8 Gigs of memory (3 can be used by the x86 version of windows). This suggests to me that the latest powerful video card somehow is reducing accessible memory to the point that the updates cannot continue. Not sure if this makes any sense, but this is what is happening now and did not affect updates on said computer until september 2019. Any input would be appreciated.

Hello, I am trying to update from Windows 8 to Windows 10 directly from notifications but I am getting this error after the setup is completed. I am getting this error after: C1900101-30018 Error
