Windows 10: Windows 10 update error for Office 2010 Tools

I installed visual studios 2010 pro with the Office tools option and installed visual studio 2019 pro demo. Rebooted and uninstalled visual studios 2010.

No Office 2010 Updates Since June?

I believe Office 2010 updates have been broken via Windows Update on two PC following upgrading them to v1803 in July. I've now removed and reinstalled Office 2010 as follows which worked and found all the missing updates.

1. Uninstalled Office 2010 completely using the MS Office removal tool o15-ctrremove.diagcab
2. Installed and activated Office 2010 from my original installation file
3. Installed Office Service Pack 2 officesp2010-kb2687455-fullfile-x86-en-us.exe
4. Searched and updated Office 2010 via Windows Update. This found and installed c. 50 updates since Service Pack 2.

All of these updates are for Office 2010 and are visible through windows update agent (see image below). Here's what I've tried so far (not in this order):

1. Ran script on admin CMD: net stop wuauserv
   net stop cryptSvc
   
   net stop bits
   
   net stop msiserver
   
   Ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
   
   Ren C:\Windows\System32\catroot2 Catroot2.old
   
   net start wuauserv
   
   net start cryptSvc
   
   net start bits
   
   net start msiserver
2. Used dotnet cleanup tool: Download Microsoft .NET Framework Repair Tool from Official Microsoft Download Center
3. ran quick repair on office 2010
4. ran online repair on office 2010 (which i believe uninstalls and re-installs office suite, right?)
5. ran troubleshoot windows update in control panel
6. downloaded and installed updates manually, which failed
7. and obviously restarted the computer throughout all these steps

I dont know what else to try. anyone have any ideas?
