Windows 10: Windows 10 Update Error

I've been stuck now for about 7 months having errors updating my windows 10 from 1709 to the most recent. Due to the errors I'm starting to have a buildup of updates that cannot download due to error 0x800700c1. I've tried multiple solutions including deleting the files in software distribution, running sfc/scannow, trying to manually download the updates isolated, turned off and on security software, and tried using the media creation tool. Is there any way that I can fix the issue without having to do a factory reset?
