Windows 10: Windows 10 Update Error

Consistently getting error code 0x800703f1 when trying to use Windows Update. Right now, I'm attempting to install 2021-12 Cumulative Update for Windows 10 Version 21H1 for x64-based Systems KB5008212. It finishes downloading/installing, requires a restart then reverts back to previous update once I've restarted. I have deleted all of the data in folder C:\Windows\SoftwareDistribution\Download per another suggestion.
