Windows 10: Windows 10 Update Fails with error 0x8007001F - 0x3000D

This question has been asked before january 2020, but I need to follow up on how to complete the apparent solution.Iam trying to update my PC from Windows 10 version1909 . I haven't been able to install any of the feature updates despite trying different methods. It repeatedly fails with the error “0x8007001F -0x3000D The installation failed in the FIRST_BOOT phase with an error duringMIGRATE_DATA operation”. I have already researched this problem on the web andtried pretty much every troubleshooting step I could find, but without success.From the earlier question/answer the problem

Windows 10 Update Fails with error 0x8007001F - 0x3000D

I am trying to update my PC from Windows 10 Pro version 1703 (build 15063.1387) to the latest (1909) and it repeatedly fails with the error “0x8007001F - 0x3000D The installation failed in the FIRST_BOOT phase with an error during MIGRATE_DATA operation”.
I have already researched this problem on the web and tried pretty much every troubleshooting step I could find, but without success. Here is my setup:

• Dell Inspiron 3668 tower
  
• 1.8 TB hard drive portioned into:
  
• C: 200 GB, 65 GB free
  
• D: 160 GB, 578 GB free
  
• I have one user account located on C and another located on D
  
• Updating from USB drive created with Media Creation Tool
  
• Choosing the option to keep apps and settings
  

Here are some of the many troubleshooting steps I have tried already:

• Running the update from the account located on C, which has admin privileges.
  
• Perform a Clean Boot in Windows
  
• Run the Windows Update Troubleshooter
  
• Disconnect non-essential devices attached to your computer
  
• Run the Windows System File Checker

Windows 7 upgrade to 10 error 0x8007001F - 0x3000D

Repeatedly getting this same error, and rollback to Windows 7. Any help most appreciated! SetupDiag, Disk Management, Minitool Partition Wizard files here. Log-collector gave an error--screencap attached.

No non-Microsoft antivirus installed.

One other wrinkle: my motherboard's network input is fried, so I am using a network-USB adapter for internet--the upshot being that I can't unplug *all* USB devices (except keyboard/mouse) during the download phase of the update. I did try unplugging it after the download, and got the same error as usual.

WINDOWS 10 - ERROR 0x8007001F - 0x3000D

When I try to update from windows10 v.2004 to the latest version it gives me this error:
0x8007001F - 0x3000D

I have about 50 computers with this error. All of these have the user disk in another storage different from the operating system.
Other computers that the user's disk is in the same storage as the operating system are updated correctly.
this is what i modify in regedit:

Equipo\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList\ProfilesDirectory=d:\users
