Windows 10: Windows 10 Update KB5018545 Continually Failing with code 0x800f0845

The update is this one: 2022-10 Cumulative Update for .NET Framework 3.5, 4.8 and 4.8.1 for Windows 10 Version 21H2 for x64 KB5018545Error code: 0x800f0845I've been trying to get this update to work for over a week now but despite trying all the troubleshooting steps I could find including but not limited to resetting my entire computer, it is still giving me this error. Every time I try to get it to install my computer gets stuck in an infinite loop on a loading screen and I have to restart it to repair and remove the update. I've tried the update troubleshooter, repairing the image, and

When you finish testing the Avast suggestion, make sure that you restart your machine.

I think there are three steps that remain; the WU troubleshooter, reset WU components, and manual WU reset.
