Windows 10: Windows 10 Update leaves cursor issues

I am running a HP Desktop Model #: 27-n101a Product #: N4Q56AA#ABG. Following the most recent Windows 10 updates May/June 2020 Version 1909 I am left with a flickering cursor and static cursor in a bubble on the right of screen. Background blurs when logon comes up. I have tried suggested fixes from past "flickering cursor" posts, including those related to Simplepass and repeatedly doing "end task", "run task" on WindowsExplorer.exe. Nothing has worked and I am forced to return to the previous version Version 1809 - KB4561608 in order to run without the cursor issue. Windows prompts me to upgrade to Versiopn 1909 but I know that if I do the cursor problem will return. Any advice on updating without this cursor problem?

It's basically what I mentioned above, small issues here and there ,but nothing to end your day.. for the most part.

I know it's anecdotal, but for my experience 95% of the time it's perfectly fine. The issues I've run into wouldn't be enough for me to roll back , but they would be enough (had I not installed it yet) ,to avoid it for another couple weeks which is why I'm suggesting it to the OP

keep in mind, as of recently, the FCU is installed on 5% of devices roughly.....

If your wireless router has a built in firewall maybe it's somehow set to block the ports that Windows updates use?

I'd also suggest if it works with it being directly connected then you could try resetting your router to see if this fixes the issue.

  Did you make any changes to the cursor settings prior to this issue?
  

Follow these steps to make changes to the mouse pointer settings:

• 
  Press Windows key + I to get the Settings screen.
  
• 
  Click Devices and click on Mouse and Touchpad.
  

If need be then you may also click on additional mouse options to make necessary changes.

Once this is done close all windows and restart the computer to check if that helps.
