Windows 10: windows 10 upgrade Error: 0x80070003 - 0x50015

I'm trying to upgrade windows 10 1909 to the current version of windows. ive been trying to install the update of windows 10 home single language, every time i try to do that it shows failed to install update and showing this error:

Hello,
I've upgraded 2 days ago and started receiving error code 0x80070003. I found instructions to fix the error. The first step is to run cmd as Admin, but it won't run as Admin - nothing happens. I can run with reduced privileges, but not as admin. I don't know if anything else is affected. Why is it not letting me run as Admin, and how can I fix it?
