Windows 10: Windows 10 v 1909 multiple problems

Ever since one of the windows 10 updates computer is effectively useless for anything other than zoom call and surfing the internet. Various updates continually failing, reason I am assuming is computer isnt letting any downloads through at all. Current version 1909. Cant download anything at all through browsers or otherwise it seems. Update troubleshooter also fails to work tried checking for other updates such as driver updates, that went nowhere. Getting to the point of ridiculous now. Son is trying to do college work at home and cant access work in order to complete it. Cant even download patches or other updates to solve the problems. Now had to remove antivirus software to see if that solves the problem rendering paid subscription mute another waste of money. Still hasn't helped

windows 10 pc problems after recent install of v. 1909

All desktop and taskbar icons appear/disappear at random. Two nested address bars appear instead of only 1 IE11 address bar. In Task Manager app lists it seems most are disabled, suspended, not allowed or stopped. is this normal? I suspect that aspects
of Chrome browser have been left in place after their supposed removal on 1/13/2020 and new install of v. 1909.

Am afraid to Recover or Restore because of the possible loss of apps/programs/features.

Another problem is that I've always had IE11, msn as my home screen, yet now when I click the home picture at top of any screen nothing appears. Am unable to add or change home screen. Several other, minor problems are noted regularly.

Am using HP desktop PC (2016), windows 10, v. 1909(replaced 1809), 64 b. Any suggestions a novice could correct will be well appreciated. Thank any of you wise people, in advance.

 

Windows 10 1909 Causes Secondary Hard Drive to not be Recognized

Installing the Windows 10 1909 Update causes my secondary hard drive to not be recognized.

Steps to confirm issue:

• Secondary drive not visible in Windows Explorer
• Secondary drive not visible in device manager
• Secondary drive not visible in disk manager

Steps to replicate issue:

• Installing 1909 update

Steps to resolve issue:

• Uninstall 1909 update

Since updates can only be delayed for so long, an actual fix would be appreciated.

 

Hyper-V Fails to Install on Windows 10 v.1909

Like the title says, Hyper-V fails to install on Windows 10 v.1909. [OS build 18363.592] It's a mystery to me, because I successfully installed and used Hyper-V on earlier versions of Windows.

Yes, I've got the necessary hardware and BIOS support (I successfully installed and used Hyper-V on earlier versions of Windows) and there are no other hypervisors currently installed. I disabled my anti-malware software (the same brand that I was using when I previously installed Hyper-V) and added the feature from an Administrators user account.

This may be a clue: Event Viewer only has one entry made at the time I tried to install Hyper-V, but it makes no sense (to me.) It's a 7043 Service Control Manager event that says the Hyper-V Virtual Machine Manager did not close following a pre-shutdown command, but I don't even have Hyper-V Virtual Machine Manager listed as a service.

If it matters (doubt it) the install failed at 98% and, of course, Windows rolled back any changes.

I'm open to any suggestions as to what I can try to get Hyper-V to install. Thanks for your help.
