Windows 10: Windows 10 Volume halfed, NO SOLUTION!

I've tried all the things people have said from checking the volume on the audio device, to turning off exclusive control, to turning off audio enhancements, to checking drivers, to do literally everything except uninstalling windows and installing a different operating system...WINDOWS 10 ONLY PLAYS VOLUME AT 1/2 THE TOTAL VOLUME.Volume is set to 100 and it plays max 50%.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

My suggestion: Get a meter that measures the actual volume being output. Make note of what percentage on the Windows volume control corresponds to what actual physical volume as measured by the meter. Make a list of several places along the way, maybe every 5 or 10 percent and what that corresponds with in real life.
