Windows 10: Windows 10 will not allow a legitimate setup.exe to run

I have a legitimate set-up program that will not run - it gives me the error message shown below. I have tried stopping all Norton and Malwarebytes applications, changing user control, running from powershell - all to no avail. The most frustrating thing is the error message gives no indication what application or service is stopping the installation!

Windows 10 Won't Allow Printer Installation DVD to run .exe

Hello,

I have a new laptop running Windows 10 and I was attempting to install my wireless printer. The wireless installation kept failing so I decided to run the setup .exe program from the original CD that came with the printer. I keep receiving a message saying
it will not allow it to run an .exe program and that I should obtain permission from the administrator. I checked and my name is listed as administrator (there is only one account set up on the computer). I also attempted to download the driver from the HP
website and went through the installation but I received a message saying my computer is not connected to the network, even though it is. Can anyone help?

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK
