Windows 10: Windows 10 won't install

I have used the Windows Media Creation Tool (MediaCreationTool1809.exe) to create a bootable USB from it using the recommended settings.​

After I was done I rebooted the PC and clicked install. Created the Primary Partition and Formatted it (therefore removing all data from hard drive includig the Windows 7 software currently installed). Windows 10 was going through the installation process and upon reaching to "finishing up" a message pops up saying "Windows Needs to Restart to Continue". Upon Restart the laptop presented a backlit screen then cuts off then relights and cuts off and it does this on and off action infinitely. I am unable to access Windows Safe Mode because I believe Windows hasn't been fully installed to try and fix problem. I have tried reinstalling Windows but same problem. Decreased the size of the partition in case of corrupted sectors and problem persisted. I have used another USB drive and the problem still persisted. I do not know what to do at this point.​

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
