Windows 10: Windows 10 wont shut off when I press the option to shut off

After the shutdown button in the menu is clicked it does nothing and the computer returns to what I was doing before I can use the computer as if I hadn't clicked the option but then it shuts off abruptly and its heavily delayed from my initial click of the shutdown option

XP wont shut down

the system i built for my GF wont shut down its weird it just sits on the windows is now shutting down screen. anyway to fix this?

 

Windows 10 is unable to complete shut down

We suggest doing these troubleshooting steps below:

Method 1. Hard Reset

• Shut down your computer.
• Remove the cable and wires connected to your computer.
• Press the Power button for 10 seconds to completely drain your device.
• Check if there's any changes.

Method 2. Shutdown trick.

• Press Windows key.
  
• Press and hold Shift.
• Click the Power icon.
• Select and click Shutdown.
