Windows 10: windows 10

I got a pc about 6 ish months ago and a couple of months ago it starting acting sketchy, I don't have access to a lot of my application as it just says "Windows cannot access the specified path, or file, you may not have the appropriate permissions to access them" I've tried changing the permissions but it does the same thing even after I changed it, Also for some reason my administrator power doesn't work anymore, I cant run things as administrator and plenty of other things even though I'm logged into the administrative account. I tried resetting my pc but it just said "Something went wrong

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK
