Windows 10: Windows 11 23H2 ISO Help

I want to download the Windows 11 23H2 ISO. But for some reason, I'm having some issues downloading the Windows 11 23H2 ISO. Can someone please give me an official Microsoft Windows 11 direct download link for the Windows 11 23H2 ISO. And please make sure to select English United States for location

I wanted to download Windows 11 23H2 directly by downloading the 23H2 ISO, and using Rufus to create a Bootable USB Drive. I did that because Windows 11 23H2 hasn't been added to the Media Creation Tool yet. But my internet speed was very slow last night, so I decided to use Cloudflare 1.1.1.1 WARP. I started a download, and then canceled it to modify my network adapter to get a better speed. But at some point Windows 11 Download site was telling me "We are unable to complete your request at this time. Some users, entities and locations are banned from using this service. For this reason, leveraging anonymous or location hiding technologies when connecting to this service is not generally allowed." Now even with the VPN disabled I keep getting this error. How do I fix this, and download Windows 11 23H2 ISO from the official Microsoft Site.
