Windows 10: Windows 11 23H2 Randomly Stalls

i7 13th, 32gb, NVMe, HDDs, RTX 4070....it's good and fast. Everything is up to date with the latest drivers. It stalls randomly when doing anything for about 5-8s, especially when working off the HDDs. It happens a lot when I'm syncing data between external and internal HDDs with synchronization software. In fact, HDD performance is terrible on this system compared to my Win10 system. My W10 system doesn't have any of these problems. I'm really considering going back to Windows 10 because of this.Considering this computer is multicore and multithreaded, it makes no sense that the entire system

Cannot install Windows 11 23H2

The build number 22631.2506 implies the device has been upgraded to 23H2 already.

Here are the version/build numbers for Windows 11.

• 22000.xxx is 21H2
  
• 22621.xxx is 22H2
  
• 22631.xxx is 23H2
