Windows 10: Windows 11 24H2 - cannot open Photo and Notepad Apps after joining domain

I am aware there are dozens of topics on this issue, as I continue to find a solution.We have a Windows 2022 domain with Windows 11 Pro workstations. Within the last 2 months we've started having random workstation errors when opening pictures with Photos and opening text files with Notepad. The error is "Package failed updates, dependency or conflice validations". We have a wide range of PCs and Laptops and they all suffer from this Dell, HP, MSI, Panasonic, Surface Pros.We are normally able to fix this, when it occurs, on a per user profile by doing the following:a. Win11 join in Domain issue(Apps didn't work)

I have add some laptop to join in our Domain environment. The laptop installed win 11 pro and the domain server is Win server 2016.

At first all laptop joined domain without any issue. Everything seems go well. After several days, some colleague encounter the similar issue,such as the windows search could not work, the notepad could not access, the photo apps could not access, the setting doesn't work any more. I have looked for the symptom in bing, in google and youtube, but it seems no solution there .

I try to detach these laptop from the domain and join again. It seems the issue fixed and again some apps will not work.

I have no idea on it and look for your support.

Since a bunch of other people are having this issue, if you are going to comment, please included information that will help solve this issue.

I'll use my post as an example.

Our organization is testing Windows 11 and experiencing this issue as well.

1st system where this was encountered was updated from Win 10 Enterprise 22H2 to Win 11 Enterprise 21H2, upgraded while domain joined. Our organization uses Microsoft for our AD / email accounts, yet Windows 11 doesn't see my account as a proper "Microsoft Account". Some of the help articles with this issue will direct you to use a proper Microsoft account to sign into Windows Store which in some cases fixes this. I used a personal Microsoft account but the Photos App still refuses to open.

2nd system, updated from Win 10 Enterprise 22H2 to Win 11 Enterprise 23H2, never joined to our domain. Local admin account and Photos worked no issue (without a Microsoft account). With a local, non admin account, Photos won't open. We joined it to our domain and the Photos app still works for the local admin account, but will not work for domain accounts.

I will be testing from my personal system and adding more to this thread tonight / tomorrow.
Edit: This would point to local admins being able to run it, but non-admins can't. My domain account is a local admin, I can run elevated Powershell and other programs. I'm working with one of our Systems guys to see if there's a group policy causing the issue for the domain accounts.

Thanks for the suggestion! I don't want to add a domain account, as this is a generic unattended install that will be used for all company machines. Do you think it's possible that the computer would join the domain if, instead of using UnattendedJoin in specialize, I used your steps but left out the specific account? The other thing I was thinking was to use a generic account to allow the domain join during the specialize step. I added a machine password in the UnattendedJoin component, and instead of getting the error listed above, I got an authentication error, which makes me think I could probably do a secure join instead of the unsecure join. Thoughts?
