    This was a question previously asked and they found some answers to it, but something different worked for me and I can't reply to that question because it is locked.What worked for me was disabling the internal graphics of CPU Ryzen 7 7700, I figured that out while trying to boot system without my GPU RX 590. I think it's about clashing drivers for both AMD products, I'm not sure. Just wanted to share this after reading and applying other not working solutions. It was a really big relief for me to not having to change some newly bought hardware.

    Very bizarre issue I'm having with Windows 11. Personally have never seen or heard of this kind of issue.

    So...

    When I restart or shut off then power on, windows 11 will become unresponsive UNLESS I access, or open, the taskamager as my PC is starting up.

    If I don't open it in time, then windows 11 becomes unresponsive.

    I am unable to access to open any programs, access files on my HDD/SSD(for example, I can't open images, videos, or applications/exe files), or just interact with windows in general.

    I *can* move the mouse and attempt to do the above. If I try to open task manager, right click on task bar and click on tast manager, it won't open. Cntrl shift esc/cntrl alt del doesn't do anything either.

    But, if I open task manager in time....everything is totally fine. No problems and no performance issues(games and apps work perfectly)...nothing.

    I've reinstalled windows 11 twice.

    My specs if it helps:

    AMD Ryzen 5 7600x cpu

    R9 270 gpu

    32 GB corsair ddr5 ram, XMP disabled(same issues with it enabled)

    1TB SSD where win 11 is installed

    Let me know if there's any info I should add

    Recently, Windows Insiders in both the Dev and Beta Channels began reporting that Start and Taskbar were unresponsive and Settings and other areas of the OS wouldn’t load. We quickly discovered an issue with a server-side deployment that went out to Insiders and canceled that deployment. If you were impacted by this issue, you can use the following steps to get back into a working state on your PC.

    • Step 1: Use CTRL-ALT-DEL and choose to open Task Manager.
    • Step 2: Choose “More details” at the bottom of Task Manager to expand Task Manager.
    • Step 3: Go to “File” and choose “Run new task”.
    • Step 4: Type “cmd” in the “Open” field.
    • Step 5: Paste the following (everything in bold):
      reg delete HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\IrisService /f && shutdown -r -t 0
    • Step 6: Hit enter, and then your PC should reboot. After rebooting, everything should be back to normal.

    Sure, here are the steps on how to re-enable Task Manager on Windows 11:

    1. Open the Run dialog box by pressing Windows + R.
    2. Type "gpedit.msc" and press Enter.
    3. Navigate to User Configuration > Administrative Templates > System > Ctrl+Alt+Del Options.
    4. In the right pane, double-click on "Remove Task Manager".
    5. In the "Remove Task Manager" dialog box, select "Disabled" and click OK.
    6. Close the Group Policy Editor.
    7. Open a command prompt as administrator.
    8. Type the following command and press Enter:

      attrib +h "%windir%\system32\taskmgr.exe"
    9. Restart your computer.
    After following these steps, Task Manager will be re-enabled. You can now open it by pressing Ctrl + Alt + Esc.
