Windows 10: windows 11 blocking a prgramme from accessing the cloud

Hi,I bought a microsoft surface pro 11 in december primarily to use as a home tablet but also for some work. I have 2 issues i would like to resolve.The most important one is signing in to a cloud account through a dedicated software i use for remote assistance. It is called Prosoft, When i open this program it always prompts me to sign in. When i do so i get an error that the cloud cannot be reached. Please check your network connection and try again. Strangely if i use the wrong credentials it gives an error that the e-mail and password do not match which make me think there is some sort of

Windows 11 blocking access to .edu websites.

I updated my laptop yesterday with Windows 11 and now whenever using Chrome or Edge, my institution's websites are blocked. I am an employee at a university and need access to these. I get the same message everytime for both Chrome and Edge (see below). I've tried to troubleshoot and have gotten nowhere. Please help!

Block ALL Programs Except Allowed Ones

You can block programs using Windows Defender, for example (ignore the strange title): Please Wait... | Cloudflare E.g.

 

IP accessing

How could a program on your computer block anything from accessing your router anyway?
The router itself has to block things, I'd suggest using simple NAT and forwarding ports you need, the rest will be blocked.
