Windows 10: Windows 11 boot loop only boot loops while connected to internet

So my PC ran fine up till recently. I've done the boot loop fix but that hasn't changed anything. I've only found out my PC will boot loop when I have wifi or ethernet connected without runs fine. Ryzen 9 5900x MSI b550 tomahawk max wifi3060 12gb Samsung SSD and 1 normal hard-drive 1TB each32gb ddr4850 watt power supply Windows 11

Boot Loop

Hello,

Need help fixing boot loop. After a Windows 10 update, the PC is stuck on a boot loop. I have tried repair and restore options, as well as a few command prompt options, and nothing has worked. I have been trying to reinstall/upgrade from USB but just get
a compatibly report saying the option isn't available. The hard drive is only a couple months old. If anyone has any suggestions they will be greatly appreciated.
