Windows 10: Windows 11 - can't set separate monitor wallpaper

I upgraded a couple months ago to Windows 11. I am updated, however even though the menu shows that I can set a wallpaper to one monitor or the other, nothing happens. No blip, no reaction at all. It simply won't do it. As for a dual wallpaper, it will span. Do I need to set the fit for wallpaper image on something specific for it to work? What am I doing wrong?Thanks for the help.

I am trying to get different wallpapers on both of my monitors however when i right click the images in settings 3 options come up, one saying set for all monitors, and the other two say set for monitor 2, there is no set for monitor 1 option in the list.
