Windows 11 can't turn off location because the option is missing in settings, even though...

I cannot turn off the Windows Location because the option is not available in my Settings, Privacy & Security. I also don't have a location option in the troubleshooter. However, the location icon keeps popping up in the tray incessantly. How can I restore the location option in settings and turn this off? Thanks!

    :)

    a) Type
    l
    ocation on the Search.

    b) Click on
    Location privacy settings
