Windows 10: Windows 11 core isolation memory integrity won't turn on

I upgraded to Windows 11 from 10 two days ago. All was fine until now when Windows security tells me it cannot turn on Core Isolation memory integrity. When I clicked on "Review incompatible drivers" it listed several for Trusteer Rapport. So I uninstalled it. After rebooting, powering down and restarting etc., the problem persists, except when I run "Review incompatible drivers" the list is empty. Windows appears to find nothing that is incompatible.Please note I would be uncomfortable doing such things as editing the registry.What can I do to fix this?

Cannot Turn On Core Isolation Memory Integrity in Settings

Not able to perform steps in Option 1
Under "Windows Defender Security Center", "Device Security" is not an option.
Winver reports Version 1709 (OS build 16299 402)
The processor is Intel I3
Virtualization is enabled in system BIOS.


Please advise.

What is Memory Integrity in Core Isolation? Is it helpful to avoid malware, phishing, and ransomware? Is there any Performance drop when Memory Integrity is turned on?
