Windows 10: Windows 11 don't start startup apps 3 out of 4 times

I have a clean Windows 11 installation on a brand new computer.SFC and DISM reports NO errors, yet most of my startup item, which ARE listed correctly don't start on login.I often have to restart the computer 3-5 times before they finally start up.I am an Insider, and have more than 35 years of computer experience I call myself a nerd, but this problem makes NO sense to me.I have marked the apps/programs that actually DO start every time on my screenshot.I also checked the registry, to see if it was a specific section that doesn't load.ONE SecurityHealthSystray.exe runs from HKEY_LOCAL_MAC

Can't get GPU-Z to start with Windows 8.1 startup

I'm not sure how to do that. Could you list the steps for a noob?

 

Unable to enable a startup app

I can't enable windows store app to start with windows.

The step I folowed are

• Open task manager
• go to startup tab
• select the app
• enable

and when I reopen it's set at disable

Startup programs not launching on startup

Replying to Brink none of that works here is why-
Step 1- No items listed in startup on task manager as stated.
Step 2- I dont have shell:Startup on the pc as it cannot be located
Step 3- I dont understand that option also the startup folder cannot be found
Step 4- No apps showing under startup on settings
Step 5- Dont have access to advanced options at all for any apps
Step 6- Doesn't work.

@dalchina, Will try the program now and no I have no suitable restore points and also nothing that I am aware of has been updated besides for Windows Updates but nothing major. WIll respond once I try the program.
