Windows 10: Windows 11 endless startup screen; automatic repair, safe mode, and command prompts do not...

Last week I factory reset my computer, however, it automatically opened the Windows startup screen and not the usual screen with the completion percentage and instead the black start up screen with the Windows logo and the looping circle, but I let it run overnight and when I woke up it was still on this screen. Naturally, I look up how to fix this and tried all the options. I've been trying anything and everything, Automatic and system repair says it could not repair my computer Safe mode does not work and will only take me to a black screen with the Windows logo no loading circleIve tried

I am repairing a laptop for a friend and I need to access windows in safe mode and the owner has forgotten the password to the main user. I tried logging on with the administrator profile in safe mode but it is not showing up so I was going to use command prompt in safe mode with command prompt but command prompt will not open when I boot that option. Does anyone have any hints for me to figure this out?

Would I just follow the same steps within safe mode after hooking up to the other system?

 

Windows 11 safe mode boot missing Startup Settings option

We are deploying new desktops with Windows 11. I was writing up procedures for booting in safe mode in Windows 11. There were many options to get to Troubleshooting option but all methods had steps :

1. After the computer restarts to the Choose an Option screen, select Troubleshoot > Advanced Options > Startup Settings > Restart.
   

When I select the Troubleshooting option, my Advanced Options screen does not have a Startup Setting option. My only options are Startup Repair UEFI Firmware Settings
