Windows 10: Windows 11 Failed to start error 0xc000000f

hello all, im getting problem when booting to my windows 11 it says:Status: 0xc000000fInfo: A required device isn't connected or can't be accessedi created bootable usb drive then run several command based on other forum:- C:- bootrec /fixmbr --> Completed successfully - bootrec /fixboot --> access is denied- bootrec /scanos --> total identified windows installations : 0- bootrec /rebuildbcd --> total identified windows installations : 0- bcdedit /export c:\bcdbackup --> store export failed & system cannot find file specifiedcan anyone help me to solve this problem?

The error code 0xC000000F is usually caused by operating system failing to read the booting configuration data. We suggest booting your computer using bootrec.exe utility by following the steps below:

• Restart your computer.
• Insert USB installation disk in the appropriate drive.
• Restart your computer again and press any key when prompted.
• Select the correct date, time, currency, language and keyboard before pressing
  NEXT.
• Click the operating system to be repaired.
• Click Command Prompt in the System Recovery Options.
• Type bootrec.exe in the prompt before pressing Enter.

I tried that. It didn't fix anything.

When I get the black screen saying:
Windows Failed to start
Status: 0xc000000f
it also has:
file: \Windows\system32\winload.efi

I do have a dual boot with
Win10 on C:
Win7 on E:

The file C:\Windows\System32\Winload.efi is on the drive.
