Windows 10: Windows 11 File Explorer and using a pen

The previous behavior in Windows 10 when touching the pen to "whitespace" anywhere that isn't an icon would let you scroll by dragging the pen just like touch input. Now, the behavior is "select files". Is this just an oversight by the developers, or is this the intended behavior? Do I really have to use the scroll bar now if I want to scroll using a pen?
